Combine shortening and white sugar in a large bowl, cream until smooth. Beat in eggs one at a time, then mix in milk and 1 teaspoon vanilla. In another bowl, combine flour, baking powder, and salt, then add to the creamed mixture. Cover dough and chill for at least one hour.
Preheat the oven to 400 degrees F (200 degrees C) while you lightly grease cookie sheets or line with parchment paper. Roll out the dough to 1/4 inch thickness on a floured surface, then cut into desired shapes using cookie cutters. Arrange cookies 1 1/2 inches apart on the prepared cookie sheets.
Bake the cookies in the preheated oven for 6 to 8 minutes. Transfer them to wire racks to cool before frosting.
In a small bowl, combine butter, 1 teaspoon vanilla, and confectioners' sugar until smooth. Gradually mix in milk until spreadable. Add food coloring to reach desired color. Decorate cooled cookies on waxed paper to set.
