Combine rice flour, shredded coconut, and 3/4 cup coconut milk in a bowl until a well-mixed dough forms. Shape dough into 1 tablespoon-sized balls.
Warm up oil in a pot over medium heat.
Fry dough balls in hot oil until golden brown for about 5 minutes. Transfer to paper towel-lined plate after removing pot from heat.
In a saucepan, heat 1/2 cup of coconut milk until boiling. Stir in brown sugar until the mixture thickens, about 2 to 3 minutes. Remove from heat, let the coconut coating cool slightly, then dip balls into the mixture. Allow them to cool a bit before serving.
