Combine all ingredients in a large bowl and form into a ball. Transfer the dough to a floured surface and knead for 30 minutes by hand, or 15 minutes with a mixer fitted with a dough hook.
Allow the dough to sit undisturbed for 10 minutes.
Roll out the dough on a floured surface to 1/4 to 1/8 inch thickness. Cut into 3-inch long and 1-inch wide strips. Make a 1-inch slit lengthwise in the center of each strip. Pull one end through the slit to create a bow shape.
In a frying pan or electric skillet, melt shortening and heat over medium-high heat until it reaches 350 degrees F (175 degrees C).
Fry the cookies in hot oil until lightly browned on both sides, then transfer to a paper towel to drain.
Sprinkle finished cookies with confectioners sugar for an elegant touch.
