  • 1 cup milk
  • 2 tablespoons all-purpose flour
  • 2 tablespoons butter
  • 0.25 teaspoon salt
  • 1 dash ground black pepper
  • 1 medium head cabbage, shredded
  • 1 cup grated Romano cheese
Instructions:
  • Preheat the oven to 350°F (175°C) to ensure the perfect cooking temperature.
  • In a medium saucepan over medium heat, combine milk, flour, butter, salt, and pepper. Stir continuously until a thick white sauce forms. Remove from heat and set aside.
